Pardi Municipality Collects Drainage Tax Without Facilities, Residents Protest (Shocking Civic Negligence Exposed)

Pardi Municipality is facing strong criticism after a shocking case of administrative negligence and alleged injustice toward citizens came to light. Residents of Abhinav Park Society in Pardi city have expressed deep anger and frustration over what they describe as an unfair and irresponsible approach by the municipal administration. Despite paying drainage tax regularly for the past three to four years, the society has still not been provided with a main drainage line connection, raising serious questions about governance, accountability, and basic civic responsibility.

Abhinav Park Society is located in the Pardi area and consists of four large residential buildings. Around 70 to 80 families live in these buildings with their children and elderly members. According to the residents, Pardi Municipality has been collecting a drainage tax of approximately Rs 600 per flat every year from all households in the society. While tax collection has been consistent and uninterrupted, the most essential service linked to this tax, a proper drainage connection, has never been provided.

Residents argue that collecting tax without delivering the promised facility is not only morally wrong but also administratively irresponsible. They believe that when a municipal body legally collects a specific tax, it automatically carries a duty to provide the corresponding service. In this case, that duty has been ignored for years.

Local resident Subhash Patel, speaking on behalf of the society, shared his frustration and disappointment. He stated that the residents have been honestly paying drainage tax every year with the expectation that their long-standing drainage problems would eventually be resolved. However, the reality has been completely opposite. Internal drainage chambers frequently overflow, and drainage lines remain clogged on a regular basis. Due to the absence of a municipal drainage connection, residents are forced to rely on septic tanks, which require frequent cleaning.

Because the municipality has failed to provide a proper drainage line, the society has no option but to hire private cleaning agencies and tanker services. This has resulted in an additional financial burden of thousands of rupees every month for many families. Residents point out that at a time when inflation is already affecting household budgets, paying both municipal tax and private service charges has become unbearable.

The situation becomes even more concerning during the monsoon season. Septic tanks overflow due to heavy rainfall, creating unhygienic conditions within the society premises. The risk of foul smell, stagnant waste, and the spread of diseases increases significantly. Residents fear that the lack of proper drainage infrastructure could lead to serious health hazards, especially for children and senior citizens.

Despite repeated written and verbal complaints to municipal authorities, residents claim that their appeals have gone unanswered. They allege that their grievances are repeatedly ignored and that the administration has turned a deaf ear to their genuine concerns. According to them, the municipality appears to be more interested in collecting revenue than ensuring the welfare of citizens.

What makes the situation even more alarming is that Abhinav Park Society is not the only affected area. Similar complaints have surfaced from several other localities in Pardi city. In many areas, residents claim that drainage tax is being collected without providing legal drainage connections. Such cases indicate a broader pattern of negligence and arbitrary administration within the municipal system.

In the past, citizens have raised objections against such practices, and in some instances, municipal authorities were forced to cancel the drainage tax under public pressure. However, residents allege that the same irregularities are continuing in multiple parts of the city.

From a legal perspective, residents argue that collecting a drainage tax without providing drainage facilities is questionable and possibly unlawful. Civic experts and aware citizens believe that basic amenities like drainage are fundamental rights in urban areas. Failure to provide these services while continuing tax collection reflects poorly on municipal governance.

The ongoing negligence has caused widespread resentment among citizens. While government campaigns promote cleanliness and sanitation across the country, residents feel that Pardi Municipality’s actions contradict these goals. By failing to provide drainage connections, the municipality is indirectly contributing to unhygienic conditions rather than preventing them.

At present, around 80 families of Abhinav Park Society are waiting for justice. Residents have warned that if the municipality does not provide an immediate drainage connection, they will be forced to launch an intense protest. Preparations are already underway to escalate the matter to higher administrative authorities if necessary.

Meanwhile, awareness is spreading across other areas of Pardi city. Citizens are uniting and discussing whether to collectively refuse paying taxes for facilities that are not being provided. Opposition leaders within the municipality have also started questioning the administration over this issue, further increasing pressure on civic officials.

Residents have clearly demanded that either the drainage connection be provided without further delay or the drainage tax collected over the years be refunded until the facility becomes operational. The situation now highlights a crucial test for Pardi Municipality. Whether it addresses the genuine demands of citizens or continues its arbitrary tax collection practices remains to be seen.
